cant unspec hollowed palm

I have a controlled metamorphosis that is letting me allocate hallowed palm technique, but i am unable to refund the hollowed palm, which in turn is making it impossible to remove the jewel. i have made sure there is nothing allocated in the area around hallowed palm since i have entwined realities. i may just be missing something obvious but idk at this point.
