Cannot Activate 4th Ritual Alter

I cannot activate the 4th Ritual Alter. All the monsters surrounding it are dead, and there are only 7 left in the entire map (9 when /bug was taken). The ritual spawned over the tomb you activate to animate the dozens of statues in Channel Map after map completion using Ritual/Abyss/Overseer tablet.
