Are medallion drops bugged?

I have seen few posts recently, and was unsure myself as I haven't played temple in few days?

I run temple today some times, and it does feel that lock medallions drop very little in comparison. While building temple I always had overabundance of lock medallions. Now there are runs I don't get any.

And now a spymaster room dropped Puhuante medallion (i.e. not lock medallion).

Last run I got just two medallions from the whole temple, with >= 20 rooms saying "high chance of (some) medallion". That doesn't feel like a high chance.

Really it feels that I get only "random" medallion drops, not any soft-guaranteed by room times.
