Bug Pinacle of the Flame

I am unable to obtain the last Atlas points from map bosses. The issue is with the Pinnacle of Flame section, as the Pinnacle quest is not being granted to me.

I collect all three fragments, defeat the Arbiter, but nothing happens — I do not receive the points when speaking with Doryani.
