Question about prefix/suffix tiers

I would like to know if this is a bug or a feature.

After sucessfully using combinator, I used exalts to fill up the prefixes/suffixes slots of the item. I ended up having one T13 life prefix that gives me +12 life, and a T8 stun treshold that gives me + 30.

On my current armor, I have a T4 stun treshold suffix that gives me + 128.

Isn't higher tier supposed to give higher values? What is it with that poor life prefix that is supposed to be high tier?

So if this is a feature and not a bug, could anyone explain a bit the deeper mechanics so I can understand what went wrong because it currently makes no sense to me. ^^'

(I have taken screenshots of both items but don't have an online space to upload them, I can send them somewhere if wanted/needed.)
