Patch 0.4.0: Deadeye Tailwind No Longer Granting Movement Speed

History of GGG and Deadeye relationships point to other possibility:
More like Tailwind will be free passive ability for Deadeye by Default and with even more speed bonus.

If they don't have the movement buff on tailwind then why play Deadeye. Every bow/spear user will go amazon every time.

To compensate for the removed movement speed buff on tailwind, GGG could if needed tweak tailwind to grant more skill speed and/or evasion rating.

I have to disagree.

Tailwind only gives 15% ms, and that's also conditional on not getting hit.

Like 80% to 90% of their movespeed comes from other sources, like gear and passives, which anyone can access. I think some of the best ms passives are now near the warrior.

Not only that, but the Lich and the Ritualist can also give ms, and those are not conditional. Moreover, the sleeper class for move speed is the pathfinder, who gets half the move speed penalty while using skills, and can also ignore chill and temp chains.

Tailwind is not overtuned. It gives the class identity, which is great. But other classes need to be adjusted, not just to perform better, to have a clearer sense of what they are.

It's conditional and require stacking for full effectiveness, how is that OP? speed is the Ranger' strong point even in PoE1, if it's too effective then nerf the movement speed nodes directly.

I have question - how much MS is provided by Tailwind? 10%? 15%? We can craft boots with 120%+ and those boots are usable by any class. So is Tailwind really that overpowered? What am I missing?
