It is a melee CI HOWA blade flurry Inquisitor.

It's built around getting a good amount of DPS while being as tanky as possible, with many different tools to be as tanky as possible (chaos immunity, high ES, regen, life leech, fortify, Incandescent Heart 25% less elemental dmg, immune to elemental ailments, 8% reduced elemental dmg taken, a Purity of Fire/Ice/Lightning, some armour, end charges + IC, etc.)
