Is this a guideline or a rule? I'm asking as more than one previous winner clearly created their submissions outside of the time allowed and one was even dated the previous year.

Good points made, realistically it would be hard for GGG or anyone for that matter to tell if the first instance of an artwork was made before or after a specific date. Reverse image searching the internet or some kind of digital timestamp would really be the only indicators and even then it's not certain. I'm sure they have some kind of system though, GGG is typically pretty thorough with these sort of things.
