Any specific reason to use Hypothermia over Concentrated Effect?
POB shows me like 20k dps difference in conc effect > hypo ..
What am I overlooking?

You're right Hypothermia does not apply chilled effect. This build does though with The Pandemonius (and vortex). Therefore it gives this build a big damage boost.
To get around 3.0 APS without CDR I need to get rid of Starkonja's. I don't see how you get to 3.0 APS even with low APS on Cospri's and Starkonjas's - it's going to be around 3.3.

assuming you're also running fortify in your 6L for the qol
Ice nova chills enemies. So you do not benefit from the dot part of Hypothermia but you still get 39% damage with hits against chilled enemies 10% freeze chance and 20% chill effect. Correct me if I`m wrong
