So i have 2 rebukes now, i am running hoa hoi precision ice golem flesh and stone, and sacraficed 1 skill point for hp and mana leech and still can maintain mana on a T8 map, so far so good
Also did my first atziri kill with double strike.
I dont recommend HOI with rebuke. compared to HOA, explosions wont deal much damage at all. it wont add much damage to flicker either.
If you want better clear speed, its better to link a support gem or 2 to HOA than use HOI. For example, burning damage support or increased aoe.

its bad. in terms of damage, an abyss jewel + stygian vise can give more. But stygian can have life + res.
it works for leveling tho

Is primeval force a good Notable in the tree to get? the path to it could add upto 76% elemental damage I don't know if the damage would be applied with rebuke of the vaal or not.
