I've deviated from the OP's tree quite a bit to fit in the cluster jewels.

Total cost was around 28 exalts.

TR mines is definitely the strongest starter I've played. The damage and tankiness of this build is at a whole other level compared to something like Cyclone Slayer. Very smooth progression, no stalling or struggles. Fast clear, great boss damage, and solid defenses with Kaoms, insane performance/investment ratio.

Would definitely recommend as a starter/low budget all around character.

I have to say that this build is pretty insane. Just killed Sirus for the first time. I have no trouble with red maps, but do still die to BS delirium mechanics just like every other build. Boss damage is very high for such little investment. You can absolutely kill Sirus A5 at least with around 1ex invested.

I want to add on that cluster jewels are ridiculously good for this build. It gives us access to alot more damage at the expense of some life. You want to spend around 25 points and get a full set. That means 1 large, 2 mediums, 2 smalls. Large should be 12% chaos damage base, mediums 5% chaos dot multi, smalls are up to you. I recommend 4% life, 1% attack dodge, and 12% chaos resist.

For all the jewels, notables are more important than any additional stats. These are some good notables you want:
Wicked Pall (the biggest dps boost, get as many as you can. They appear on large and medium)
Circling Oblivion
Brush with Death
Exposure Therapy
No Witnesses (this gives us elusive on kill, which is a big upgrade to move speed and defenses while mapping)
Many other notables are good, just go to poedb and look.

Maximum number of notables is 3 on large, 2 on medium, 1 on small, for a total of 9. The set I got cost around 4ex and boosted my DPS by 90%. Best price to dps increase ratio on the market by far. You can get a 7 notable set for around 1ex.

The next upgrade for me is the endgame bow. I've figured out the ideal endgame bow, will share the crafting method below.

Strengths and Weaknesses of the build

-Realy Cheap(Porcupine short bow 40-50c avarage)

-All Content So easily

-Can Do All Map Mods(only no regen is so hard)

-Fast Clear(2:40 mins t16 guardian)

Weaknesses:

-DOT Type can feel slow but it is not
-Mine playstyle not everyone likes

My Current Gear
:

Options below are cheap. This guide focuses on self farmable gear.

Only Thing that cost most money is our 6L bow. Farm porcupine divination cards to have it.

How to Craft Bow:

If you have "Shrieking Essence of Dread" or "Deafening Essence of Dread" use it on bow you will have +2 to level of socketed bow gems.

Second option is spam alteration until you get +1 socketed gems.


Crafting Bench Options
--Chaos damage overtime multiplier(Prefix)
--Increased chaos damage/ increased skill effect duration for chaos skills(Prefix)
--Mine Throwing speed(suffix)



Jewels:

--Increased Maximum Life(must have)
--Mine Throwing Speed

Flasks:

(POB Flask affixes are better. Try to get them if you can- Get Curse immunity on stibnite for more charges and better sustain)

And if you have problems with mana just go for enduring mana flask and get another affix you need.

Why is the damage low for PoB? Is the way it calculates poison incorrect?
in pob damage is per pod. one pod deals X damage for Y duration that means if you use 1 mine that will generate 5 arrows if you don't have any other extra arrow source. So if there is 19 mines on ground they will detonate in squence and 19*5*Y*X amount of damage will be dealt. for basic calculation this is how it works and this mechanic makes this build's idea. Calculation in this answer not for per second but for Y duration.

Smoke mine: When do you use it? At the start of a map for a movement boost or continually when the buff falls off?
I don't like smoke mine usage it feels clunky to me but you can use smoke mine as main mobility.

I don't see a curse. Simply not needed? Maybe a second CWDT?
CWDT-> despair , enfeeble, temporal chains. One of these can be used depending on what content you do. I prefer Will add to build later on.

Why Brine King? For the frozen/chill effects to go with the shock & ignite immunity?
I like cannot be stunned after first stun. other than that not that important.

Would any of the vaal skills help here? Vaal haste/RF for example?
Yes Vaal Grace can be usefull other are not that important.

Once the starter gear is acquired, how would you scale this next? Lab enchant helm? Elder/shaper item crafts? Any useful uniques?

which anointment is recommended?
We have enough tankines and a lot damage reduction. if you feel you need defence go for ite but I recommend this two.
Corruption, Potency Of Will
Volatile Mines(this is another good option. saves you 5 points. You can literaly go for more damage nodes or life nodes depending on your needs)

You can double this damage by investing more. But purpose of this guide is SSF/budget gear. To double damage -> go for chaos damage overtime multiplier craft and empower 4 with +1 socketed gems mod , vicious projectiles(elder mod) , +2 socketed support gems craft. And than you can get damageovertime multi malevolance watcher's eye. this will probably double your damage but 15 20ex investmen on a single bow required. 2 leagues ago I mad self attack CA with this stat's 4m dot on normal mobs and 3.4m dot on shaper but Realy expensive and not ssf viable

I would rather path to the scion life wheel and you can also get increased duration on the way which is very good for total damage.

Probably scrap something near the witch area which doesn't seem to be that effective. Melding is not a very good cluster.

Also missing some other life nodes, even the 6% near Blood Drinker.

160% life, DoT DPS went down by like 10%, Mine Throwing Time down by 7%, we lose volatile mines, but duration got increased from 1.2s to 1.65s. So overall damage should be slightly higher.

(also got rid of some jewels, but still 29% more life)

Another idea is to take Explosives Expert for the 30% AoE, but I don't know big of a deal Hinder actually is. It's probably big if you stack it with Aspect of the Spider. Really like that idea.

I just tried your pob and as I tought it lacks so much thing. Gonna add it as tankier version but that was not a good experience for me
