I haven't watched the video but I watch his stream a good amount - he has like 1200-1600ex invested in that build. Not exactly achievable for most people.

The short answer is no, but with a few mirrors hmm maybe.
The long answer.
If you really want to design a build made to be able to afk Uber elder, I'm thinking it's very possible but it will come at the cost of you loosing out on some things like mobility and dmg.
He has a CWDT linked to molten shell as an extra layer of defense, and the build is already socket starved so you have to give up on some active skill gems like an offering/curse or your mobility skill gem.
The main problem however would be if you can also achieve his defensive stat numbers as a witch.
Scions fundamentally has more skill points so even if witches get 70ex mediums I'm pretty sure it will be still close to impossible to achieve his %aura effect.
Witches have the advantage of a +2 to all minion gems and More attack speed per aura, this means for a scion to be better than a witch with almost the same gears and skill tree, it will all boil down to how much %aura effect can you get?
And to get enough aura effect to make it better than a witch with the same build would be where mirrors worth of gears comes in.

So there's another reason to play scion - you can use transcendence which trivializes uber elder (since its 90% elemental damage) - I think you can afk it with less gear then a few mirrors honestly.
I do think you need to be golems and it won't work with spectres (unless, maybe, when you link FF to spectres) because their aggro range isnt big enough to stay in middle and afk.
Also there's a (not cheap/easy but doable) trick to save 2 sockets - you get unset rings, craft gilded mod and vaal them for an aura on it, you save a socket that way.

do you think 21/23 volley would be better than 5/20 awakened greater multiple projectiles for tough bosses?

I don't run golems, but from your profile I would suggest:
medium cluster jewels with Replenishing Presence for aura effect (i guess you don't have 300%, unsure since I didn't import to pob),lvl 4 enhance for ailemnt immunity, a Shield with aura effect, rmr jewels (easiest upgrade here would be abyss rmr in belt), since you run saqawals aspect of the avian on an unset ring, life reg lab enchant on boots, alternative quality gems (pride, guardian, flesh and stone, dash), a wand with +1 minion +1 spell gems (rly expensive, I wasted 10ex on crafting and than bought one), awakend gems
from my understanding spectre and golem version are pretty similar expect the 6 link in chest and some jewels

your next step is x3.34, then x3.68 and then x4
every step is 1% attack speed/cast speed for each aura you have, so they are worth it.
