You'll get Arcane Surge after selecting Constant Gale ascendancy passive. It's a permanent buff.
Also I'd like to thank all for tips, I managed to boost my DPS following your tips and now at T12 without constant dying! Still lot of DPS to catch up but I am definitely doing much better now. |

how are you guys getting so much tooltip dps on spark?

" It mainly comes from high mana + 20% quality high lvl Archmage (since the more mana, the more dmg archmage gives). And also +7 all spells helps a lot to boost spark dmg. |
