Since noone responded to the original question:

The three items you need to acquire for the quest can be turned in to Zarka one at a time. After speaking with her, she held onto the item so it wouldn't clutter your inventory, and the "A Theft of Ivory" quest should be marked as complete.

Adding comment as I turned in the ruby after doing the rest of the quests. No horn rewarded. only a lvl 13 skill gem. Now I can't advanced out of Act2...

Just to confirm, you've turned in the Mastodon Tusks and the Essence of Water as well?

How the hell is this bug still in the game!? Just got it on my char in 0.2
