Focused Curse + "Curse Activation and Speed Effect" Passive prevents curse from activating

I have the "Curse Activation and Speed Effect" passives through "Impending Doom" allocated as weapon set passives.

When they are active, a curse with the "focused curse" support gem does not function. The cast goes off and mana is consumed but the curse circle graphic does not appear, burning inscription does not go off, etc.

Removing the support gem or using the skill without the passives allocated works as normal.

*Edit to note that I also have the "Whispers of Doom" passive on both weapon sets.

So the cumulative influences are:
Impending Doom Tree
10% Faster Curse Activation
10% Faster Curse Activation
10% Faster Curse Activation
40% Faster Curse Activation

Whispers of Doom Keystone
Double Activation Delay

Focused Curse Skill Gem
30% Reduced Delay
