Gloamgown Elementalist Robe Bug?

Gloamgown sets your base energy shield recharge delay to 10 seconds instead of 4 seconds. However; this 10 second delay does not seem to be effected by faster energy recharge start up mods such as Luminous Pace which gives 100% faster start of energy shield recharge, which the mod specifically states effects the delay before energy shield starts recharging. It is also not effected by the notables in the skill tree as well.

Is this intentional or a bug?

This is a description error or BUG.
I believe anytime you see "Set (skill value) to X" it is X, and cannot then be modified.

Like the gloves that get 300% crit damage bonus, nothing you can do changes that 300% once you put the gloves on. Take nodes or wear gear that reduce or increase crit damage, no effect.

Dear: What you have written has nothing to do with the description of the Armor described above...
That's how it is supposed to work.
These items set it after all bonuses. It overwrite everything.

This might be a translation problem, but that post described the situation perfectly. If a unique forces a stat to a specific value, it's staying at that value.

OP, it's intentional, not a bug.

Means that the description of the item is incorrect.

The term "basic value" has a clear definition... And by this definition, such a point changes the character’s Base Value that is affected by Passive Skill Properties accordingly...

And orienting by the other characteristics and by Logic: This is exactly how it should happen (otherwise the object is useless Absolutely)...

Based on the above - This is BUG.

I promise you I'm not. When something is set to a flat value like that it's unmodifiable. Same with maligaros virtuosity.

Here's what happens

All of the passive reduction gets applied to your initial energy shield recovery start. Then gloamgowns passive is applied LAST setting it to 10.

The gown is working as intended.
