Unable to gain EXP at level 85

Was in a party for 4 maps, average exp was 440mil/hour. I am level 85 at 88% until the next level. After those 4 maps I was still at 88%. No deaths occurred.
Logged out for over 15 min, same issue. Left party to solo the last 12%, still no change. I died thinking maybe that would reset something - nope lost 10% and can't gain exp pass that point.
