Shield wall is not empowered despite interaction with infernal cry

On the video the essential part goes from 0:55, but I decided to upload it all to show that I use correct gem setup. We can see, that monster, who was hit by shield wall which was empowered by warcry, wasn't cull.
Im using Murderous Intent support gem on infernal cry + shield wall, but it does not cull monsters. Also, despite warcry adding fire damage for empowered attacks, I never ignite monsters, so I assume this interaction does not work at all. But Infernal cry counter us decremented and shield wall has tag melee.
It would be really nice to hear is it intentional behavior or bug?
