Issue with switching weapon set 2 while mounted after entering an area

When entering a new area through a waypoint, transition door, or the map device, the character is put into a state where you are unable to swap from your weapon set 1 to your weapon set 2 while on a rhoa mount as you normally would. Attempting to use a skill assigned to weapon set 2 while on weapon set 1 will result in nothing happening, and using the weapon swap hotkey will resummon the rhoa mount, dismounting you.

Dismounting and remounting by any means after entering the area remedies the bug causing weapon swap to work as expected again until entering a new area. It can also be avoided by entering an area with the second weapon set equipped or by switching to it before mounting for the first time in an area.

Strangely this bug only affects switching from set 1 to 2 and not the other way around. It does not seem to be related to spirit cost, as it happens with all other auras disabled. Both of my weapon slots consist of bows.
