Cannot swap 'Combo Finisher' and 'Culmination' support gems

If you have one socketed, you cannot swap them directly by dropping one support gem onto the other; you must remove the one that is already socketed before you can inset the new one.

Considering you can use either support gem, you should be able to just swap them directly.
