Locked out / cannot use one of my skills

Hi,
Was respeccing my weapon swap and noticed afterwards my "Snipe" skill became unusable with what i can assume is a bug.
My attribute requirements are correct as i can buy a uncut skill gem of the same rank, slot it in and it will show tooltips for dmg and be useable, for a moment. If i remove the skill or slot any supports in it, it will grey out and the tool tip option will show another skill but the info is all blank.

Currently this bug is bricking my character
