Combine exalt/ chaos, maybe even annul

Chaos orbs kind of suck in comparison to poe1 orbs

Maybe make exalts rare like divines and change chaos orbs to current exalt drop rate and behave like:

Less than full mods? Chance to either add a mod or reroll existing one

Full mods? Chance to either remove a mod or reroll an existing one

Imo that would make them fit the mapping currency that gives them constant value in poe1 while making exalts more valuable for gear

Could be off base, ideally chaos would behave identically to how they behave in poe1 but effectively the same outcome, a useful currency sink for waystones
