No citadels have spawned throughout the entire endgame (40/40 atlas points completed)

No citadels have appeared in the entire endgame (40/40 atlas points completed)

I just finished getting Atlas skill points and I haven't come across a single citadel in the entire time. There aren't any in the fog either. Are you telling me that's how the rng is set up?

Could someone please respond to this?
