Stuttering / rubberbanding

Hi,
Started leveling a ranger and being noticing something very frustrating. The game does this weird stuttering thing when I fire my crossbow sometimes. Once and a while this happens, the video is a more extreme case.

I did some googling and tried increase the shader cache size on nvidia control panel, experimenting with diffrent settings, tried deleting the cache folder. My ms and framerate are stable.

Is this a game issue or a hardware issue?
