Corrupted Ground lockbox Expedition maps CANNOT PLACE EXPLOSIVES ANYWHERE!

I basically cannot use content because of how i cant place explosives anywhere. I dont know if its corrupted ground or a penalty for using a controller. There are multiple completed lockboxes nearby also. It wont summon explosives around the camp much at all. I can maybe at maximum place 2 explosives for the graves the rest scattered about it wont go to. Its either red or blips away or wont move to the location. This is frustrating and truely is blocking me from content and upgrades.

Also there are tons of corpses in this camp and i have no idea if thats the reason.
