Temporalis Cooldown Reduction not working correctly with Barrage

It says it reduces the cooldown (from 2s to 0.1s) but i can still only use barrage every 2 seconds still.

Well yea, that doesnt explain why temporalis is doing nothing for barrage.
And the skill is constantly beeing ready to used. It doesnt show that is on cooldown or anything, you just cant use it for about 2 seconds. |
