Unable to use skills with Megalomaniac allocating Ingenuity

I have a Megalomaniac that allocates Ingenuity. This brings me up to 227 Int which would allow me to use my level 20 Dark Effigy & Essence Drain skills. But it seems upon loading into a zone, the game does not recognize this and I have to re-add those skills to my skillbar to use them.

I've tested by adding some additional Int to my build and this solves the issue. It appears that something with the order of how the system recognizes if you meet the stat threshold is off when you're allocating passives from Megalomaniac.
