That statistic was a point on a line which continues to trend downward. Not sure how much further it can go and GGG still be "fine" with that. ='[.]'=

That's true, numbers are poor. Not that I was I agree with all the complaints of the OP.

The reason behind the low player retention is the fact that the game is underdeveloped, yes. Or simply saying it's EARLY ACCESS! The people it seems not really understand what it means.

It does mean that the game is half-baked, it really is, you can say it seeing the misconception between how the abilities and endgame content are designed: on a proper map with proper pack size, breach and corruption most abilities existing right now will fail. All those "shock the frozen enemy which was ignited etc etc etc" is only good for the campaign. Which in the end leaving the players with very few builds to actually play. You can still play all other abilities too, but the experience going to be disappointing, that is why so many people are complaining.

So, they will either rework endgame content at some point of EA or abilities to match the needs.
Or, as an option, they leave everything as is. And then it will be a failure of a game. Right now it is not yet.

Your reality differs quite much from others, yes:

24h peak on Steam:
- GD: 2.637
- D4: 12.469
- LE: 14.048
- PoE2: 28.999
My experience with PoE2.

Start at Early access launch.

Get to maps. Find that its only 1 portal per death. Run a few dozen maps. Ok, thank you, bye, not dealing with this bullshit.

Returning now a couple of months later for a new season. Find out that game for some reason is horrendously optimized. 4 days of trying to fix it, implementing every possible change, even allocating extra disk space on the ssd for staging, going on lowest possible potato setting, and still getting lags, stutters, crashes and freezes, even though at launch it was perfect on default setting with 120fps.

Abandon game.

You can see every major update essentially lose all but 10-20k players for the past decade. How is this any different?

If they wanted the same results they wouldn't try and develop a diferent game, i guess.

The issue is with DX12.

Try switching to Vulcan.
