Stat requirements on SOME meta skills really suck...

First of all, I want to start by saying that I'm not one of those streamer/journalist types that complain forever and just wants the game to be easy. I understand the balance reasons for stat requirements on MOST skills. I'm not opposed to balance and I like the stat requirement system in general as a vector of balance.

That being said, SOME meta skills intuitively seem to have no logic behind the stat requirement.

Now, I'm not saying I can't be argued out of my position, maybe I'm missing something and I'm not seeing the full picture.

I'll give a particular example rather than beating around the bush: Heralds.

If I recall correctly (maybe I'm hallucinating) in PoE1 we were limited to one herald at a time? I think such a limitation is good.

Let me go to my particular problem: I want to use Herald of Ice because I converted my fire damage from attacks into cold damage. But, I can't use high lvl Herald of Ice because I'm a strength (mostly) and int build. Why? What's the reason behind it? Why am I being forced to not convert the damage from fire to cold so that I have to use Herald of ash?

I don't know exactly what the solution would be. I'm not even 100% certain that it's a problem because there may be variables that I'm not counting. But, at the moment without knowing all the variables perfectly, I don't see the logic behind why I can't use high lvl Herald of Ice.

Maybe the solution may be some unique like Jargreipr but for Heralds or something... But, even then, sacrificing the glove slot for the benefits of Jargreipr seems worthwhile, but sacrificing for just Herald buff seems not worthwhile.

(Also, I want to take an opportunity and remind that Jargreipr is bugged and will not allow you to lvl up gems that you meet the requirements for with the gloves on, but it does allow you to cut new gems)
