Account-Specific Bug: Convalescence Skill Gem has no activation button in the UI

I completely deleted the game, including its temporary files, and reinstalled it. I've mastered this skill completely, but I still don't understand the problem, even though I'm a programmer. Most likely, the problem is with the client, and it's less likely to be with the servers.

This Bug seems to happen to me too. I cut a level 11 convalescence skill gem. when equipping it I was not able to activate it. At that point I didn't set my staff not to both Item Sets.

Looked up for bug related issues (Spirit/Stat related). At this point I meet all requirements to activate the skill. It didn't show me the option to activate the skill.

Also cutting a new lower level gem does not resolve the issue. Tried binding the Weapon to both Weapon Sets, using different Weapons on both sets. Removing all +Skill gems stats. Nothing makes the Check boxes Appear.
