Ignite on hit Feedback

To my understanding it's mainly because freeze builds steadily towards the freeze point, rather than rolling a chance to inflict every hit like ignite and shock do. I'd guess it's also just more highly tuned by comparison in terms of how much damage you need to do to reach a meaningful threshold.

Shock I find can also be pretty inconsistent even with building into chance to shock, but it's a simple on or off debuff so you don't have to worry about proccing it with a weak hit then getting little benefit from it. This makes shocked ground effects potent regardless of how well geared you are for lighting damage. Same can't be said about burning ground, that won't do anything for you without enough damage to back it up. With shock you can often just build into magnitude then either use a guaranteed proccer like shocked ground or just let it mostly come into effect on rares and bosses, which is usually the main place you want that damage boost. Ignites you NEED both consistent procs, and high magnitude to get value out of it. Building for both is a pretty huge investment, then you still need to fit in good damage boosters or your proc chance will drop into the gutter however much ignite chance you have.
With 0.2.1 on it's way, it would be an amazing opportunity to revisist how ignite on hit works :)
