no.. but the CPU is needed to feed the GPU. Also CPU usage is in fact OS usage, that means if your OS is busy trying to swap memory because of the absurd memory leaks the game has the CPU is used on something that is NOT the proper game itself but the handling of its resources.

People need to learn to play the game with windows process window open and look at the data from there, the in game performance and resource usage display is unreliable. The game uses 2 to 3 times more memory than it lists there and it never stops accessing the disk . You can stand still in a city.. doing NOTHING for 1 hour and the game will continuously non stop access the disk ..without a pause for a single secong and accessing the disk is something SUPER slow.
the game has pretty insane visual fidelity, so i am not surprised a 5 year old GPU (rtx 30 series, the Ti is just slightly better binned 3080) has trouble

i typically get anywhere between 100-115 fps with a 9800 x3d and 5090 at 3440x1440 completely maxed with no upscaling or dynamic res bs

I have ryzen 7 9700x + 9070 xt fps are pretty stables but stutters due to shaders are driving me crazy It is a fun killer

I think they went too focused on the complains of load time and are trying to do too much in the background. I would prefer to take a bit longer to load but keep constant performance after loaded AND not leak memory and access the disk non stop even standing still in town
i5 12500k, rtx 3080 and 32 gigs of ddr4 ram, I was at 15fps just now, performance monitor reported 15% cpu usage and 50% gpu usage in windows, utterly unplayable. Im on vulkan, and windowed fullscreen, tried switching to windowed, or to full screen but game chaincrashes without an error message.

Game crashes when disabling triple buffering or when dx11->vulkan->dx12 and when going windowed->borderless->fullscreen, they all crash the game and unable to switch setting

and even I am having issues with performance. I spoke with Nvidia on the phone and they did numerous calibrations for my 5090. I have no issuees with any other game and basically crush them all. When Nvidia analyzed a sceen capture of my resoruce monitor upon playing poe in expanded form they came to the conclusion that POE 2 is not properly coded well to work with its newest drivers. What they said was and i quote " What I am seeing is lack of uniformity in how this applicaiton is aplying the driver to its rendering techologies". I asked the chat agent to go into more details and he said this. He stated " it seems that whatever code this applicaiton is running is not strogn enough to work with the drivers we are putting out for our 5000 series and the only way for yoru 5090 to truely work with it is for you to downgrade settings". As apparently Nvidia 5000 series has an ai integration chip built into them that auto modulates all the dynamics of the chipset of the card and older games and their code cannot handle the drivers that are made for this.

I find this to be a really shameful display for GGG. They literally got a partnership with Starforge who i bought the pc from. They have enough money and they cannot say um Nvidia please design a driver for us. Its just poor optimization all it is. Just like I am on a 8k ultrawide monitor from Samsung. I get poor optimizaion for that as well from POE 2. Samsung told me the same type of line but they where just more up front about it. They said " Whoever made the game, needs to spend some money and update their game to work with our stuff, as our stuff is too advanced for them".

Yet POE1 works flawlessly with both of them.

So no real fixes but input from NVidia for you. Im sure in the future we can hope for a driver from Nvidia but GGG seems to cater to the lower ended cards. Personally if it dosent get better soon im just going to drop poe2 again and go get prepped for Chronos New Dawn in a few days. As I dont have time to waste on underpforming developers.
Try changing the number of audio channels to a lower setting, that worked for me after trying everything
I usually have hard lag-spikes in Abyssal Depths.
Playing on 4070Ti SUPER
PoE nowadays looks more and more like a fan-made fork server with tons of custom weird experimental stuff rather than original game with carefully thought out balance brough live to players.

this is due to some old bug from variable 'vector' type from general chat- just switch to empty general chat like: /global 32445, this solve the 'memory leak' issue for most.

btw the game is CPU heavy, y'aall need better single core

also:
"OS: Windows 10 Latest update" is comedy gold. im not sure if OP is serious but this is very funny and people didn't notice lol

for me it is a problem related to image sharpening and upscaling
sadly i cannot play the game without upscaling (yet)

what i do when i notice high cpu frame time
i open settings and change the render, DX12 to vulkan and vice versa
this forces the game to reload all cached shaders and textures
but still unstable

also delete all cached textures on roaming folder, it also helps
